(FAYETTEVILLE, N.C.) - The Fayetteville City Council met on April 10 at 7 p.m. in the City Hall Council Chambers to discuss matters relevant to the city in order to Fayetteville forward.
The meeting was called to order at 7:00 p.m. followed by the invocation given by Ms. Angela Marks, who is a City of Fayetteville Solid Waste employee, a Youth Ministry Pastor and International Faith leader followed by the Pledge of Allegiance lead by Mayor Mitch Colvin.
There were several ANNOUNCEMENTS AND RECOGNITIONS made by the Mayor and Council.
Mayor Mitch Colvin presented a proclamation in recognition of the Child Abuse Prevention Month to Ms. Faith Boehmer, Prevention and Volunteer Coordinator and members of the Child Advocacy Center Board.
Mayor Mitch Colvin presented a proclamation in recognition of Telecommunicators Week to Ms. Lisa Reid, 911 Manager and City telecommunicators.
Council Member Shakeyla Ingram stated Fayetteville PWC will hold a public hearing on May 24, 2023, at 8:30 a.m. regarding system development fees and revisions to its service regulations and charges in the PWC Boardroom, 955 Old Wilmington Rd. Residents may attend the meeting or send in statements in advance.
Council Member Shakeyla Ingram stated William J Gillis donated $750,000 to FSU's College of Humanities and Social Sciences to establish the Institute of Ethics and Leadership.
Council Member Courtney Banks-McLaughlin stated starting April 11th the City and Cumberland County will host basic and intermediate computer classes from 2:00 - 3:30 p.m. at the Seabrook Recreation Center.
Council Member Courtney Banks-McLaughlin stated on Tuesday, April 11 at 10:00 a.m. there will be a Storybook Walk at Lake Rim Park; 2214 Tar Kiln Dr. that focuses on STEM and early literacy.
Council Member Courtney Banks-McLaughlin stated the Fayetteville Alumnae Chapter of Delta Sigma Theta Sorority will host a Juneteenth Celebration, 5k run/walk on Saturday, June 17, 2023, at 7:30 a.m. at 301 N. Cool Springs. Register at www.runsignup.com and tickets are $30.00.
Council Member Shakeyla Ingram made a motion to approve the agenda. Council Member Derrick Thompson seconded the motion and it was approved unanimously.
The City Council acted on five CONSENT AGENDA items during this meeting. The Consent Agenda is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting.
Council Member Deno Hondros made a motion to approve the consent agenda. This was seconded by Council Member Mario Benavente and was approved unanimously. The following items were on the consent agenda:

The City Council strives to ensure a collaborative relationship with Fayetteville residents. Our PUBLIC FORUM supports this effort and look forward to hearing from our residents. Several residents showed up to speak on issues which concerned them. These topics included environmental strategic plan, mental health responsiveness, making Fayetteville a better place, city assessments and sewer lines, the office of community safety, request a state of the city.
The City Council conducted four PUBLIC HEARINGS during this meeting. This is an opportunity for residents to address the council directly on specific issues in an effort inform them of the opinions of residents. The following public hearings were held:
23-3312 Public Hearing to Consider Proposed Amendments to the City Charter to Change the Mode of Electing the City Council to Four Year Staggered Terms.
Council may amend the charter to include the proposed changes, choose not to amend charter or choose to amend the charter only if approved by a vote of the people. The Council can take action during their next regular meeting on April 24.

Council Member Ingram made a motion to deny adoption of the ordinance and send the ordinance back to City staff for more research on the topic. This was seconded by Council Member Jensen. The City Council voted 2-8 and failed.
Council Member Benavente made a motion to adopt the ordinance for one year. This was seconded by Council Member Banks-McLaughlin. The City Council voted 8-2 in favor of the ordinance adoption.
