STAFF REPORT
Staff provided an update on the Murchison Choice Planning Grant activity to date and upcoming milestones. Council also approved a memorandum of understanding required by the Housing Plan and adopted a resolution asking the North Carolina Department of Transportation to review a proposal for gateway improvements. LEGISLATIVE & PUBLIC HEARINGS
The first hearing sought rezoning for 5.91 acres north of Raeford Road and east of Cliffdale Road from mixed residential to limited commercial. Following the hearing, Council approved the map amendment and zoning request. Read more about this agenda item.
This hearing considered rezoning 1.94 acres north of Raeford Road and west of Hoke Loop Road from agricultural residential to limited commercial. Following the hearing, Council voted to table the item until the November 14 regular meeting. Read more about this agenda item.
At the conclusion of the third hearing, Council approved conditional rezoning of 15.14 acres located at 7009 Fillyaw Road to mixed residential with a provision to build no more than 125 units. Read more about this agenda item.
Council conducted a hearing regarding a text amendment to the Unified Development Ordinance regarding feather flags. Council approved the recommended edits. Read more about this agenda item.

OTHER ITEMS OF BUSINESS
Members of the North Carolina History Center Foundation provided an update to Council regarding the proposed NC History Center on the Civil War, Emancipation and Reconstruction. Council authorized the City Manager to enter into an agreement with the Board containing specific requests. Council also authorized staff to prepare for the appropriation of $3.3 million during the November 14 meeting with the remaining $3.3 million to be appropriated at a later date.
