Fayetteville City Council Recap – January 9, 2023

Recognitions & Announcements

Council Member Haire delivered the invocation. Council Member Thompson brought awareness to mental health and wanted everyone to know that anyone can dial “988” for free and confidential support.

Consent Agenda

Council authorized the condemnation of easements on the properties needed for Sunbury Drive Drainage Project. You can read more about this item here. 

Council adopted Budget Ordinance Amendment 2023-9 and Capital Project Ordinance 2023-12 to purchase a replacement aircraft rescue and firefighting vehicle. You can read more about this item here.

Council approved the bid recommendation for power transformers at multiple Public Works Commission substations. You can read more about this item here

Council approved the bid recommendation of one Generator Step-Up Transformer for Butler Warner Generation Plant. You can read more about this item here

Council authorized the acceptance of NC Department of Environmental Quality Recycling Project Grant and adoption of Special Revenue Fund Project Ordinance 2023-10. You can read more about this item here

Council approved a second lease amendment for Suite 102 of R. C. Williams Building. You can read more about this amendment to the lease here

Items removed from the Consent Agenda and moved to a future meeting included: 

Council moved the agenda item of rezoning of 12.23 acres located at 0 Drive off of Rim Road from Single-Family Residential 6 to Mixed Residential 5 to a future meeting once more information can be provided from other agencies including NCDOT. You can read more about this item here.

A resolution authorizing the conveyance of a water and sanitary sewer easement to the City of Fayetteville by and through Fayetteville Public Works Commission on the Murchison Road Catalyst Site was pulled from the Consent Agenda for presentation and separate vote. Council requested that one of the two requests for legal representation of City Employees be moved to the next council meeting. You can read more about this item here.

Public Forum

Several people spoke at the public forum during the Jan. 9 council meeting. Topics included updating the 2009 sustainability master plan, police statistics and actions, the positive way the Fayetteville Police Department honor the fallen police officers, working together, homelessness, and violence in the city.  

Public & Legislative Hearings 

Council conducted a hearing to rezone 4.4 acres located at 0 Hazelwood Dr., 1611, 1620, 1631 Ferndell Dr. and 7818 Raeford Road from Agriculture Residential and Limited Commercial to Community Commercial. You can read more about this item here. This item was approved unanimously. 

Following a public hearing, council authorized the closing of a portion of Butler Street. You can read more about this item here. This item was passed unanimously. 

Council received updated information for the amendments to the Solid Waste Ordinance. You can read more about this item here. This item was passed. 

Evidentiary Hearings 

Council conducting a hearing for a special use permit to allow a religious institution to reduce the require 500-foot separation between adult entertainment, bars and nightclubs and religious institutions for the property located at 929 Bragg Blvd. You can read more about this item here. Stephanie and Sammy Davis testified in favor of the religious institution. Peter Stewart also testified in favor of the religious institution. Bobby Wiggs testified in opposition of the religious institution. This item passed unanimously. 

Special Use Permit to allow Two- to Four-Family Dwellings (1 triplex) in a Single-Family Residential 6 (SF-6) zoning district, to be located at 206 Post Ave. totaling 0.38 acres ± and being the property of Tammy and Tyrone Lock, represented by Lori Epler of Larry King and Associates.
