2022 Community Development Block Grant (CDBG)

2022 HOME Investment Partnership (HOME) Funding

The Fayetteville Economic & Community Development Department will receive CDBG funds and HOME funds for Program Year 2022 - 2023 to assist in providing citizens with a better quality of life. The City seeks partner organizations to deliver CDBG and HOME eligible activities to City residents. The 2020-2024 Consolidated Plan has identified the following priorities for the City:

Economic Development Strategy - Increase and promote job creation, job retention, self‐sufficiency, education, job training, technical assistance, and economic empowerment of low‐ and moderate‐income residents of the City of Fayetteville.

Housing Strategy - Improve, preserve, and expand the affordable housing inventory for low‐ and moderate-income persons and families living in the City of Fayetteville. The City provides financing to developers for the acquisition, rehabilitation, and new construction of single and multifamily housing for low and moderate-income families. Both rental and homeownership projects are eligible.

To be considered, all sponsoring entities and proposals must meet the regulations prescribed in the HOME Investment Partnership Program at 24 CFR Part 92. Private developers, not-for-profit organizations, Community Housing Development Organizations (CHDO), and Community Based Development Organizations are eligible to apply. The City is required to set aside 15% of its annual HOME funds for CHDO activities.

Special Needs Strategy - Improve, preserve, and expand opportunities and services for persons with special needs and the disabled in the City of Fayetteville.

Community Development Strategy - Improve, preserve, and create new public and community facilities, infrastructure, and public services (limited to 15%) to ensure the quality of life for all residents of the City of Fayetteville.

Homeless Strategy - Improve living conditions and services, increase housing availability for homeless persons and families in the City of Fayetteville, and eliminate unfair housing practices that may lead to homelessness.

Neighborhood Revitalization Strategy Area (NRSA) – Special allotments will be made for any programs in the above categories designed to target the Murchison Road NRSA.

Programs selected must be consistent with the 2020--2024 Consolidated Plan goals and objectives. All organizations interested in submitting a proposal for consideration may download an application at www.FayettevilleNC.gov. The deadline for receiving applications is 12 AM Midnight, Friday, January 28, 2022. Please contact the Economic & Community Development Department at (910) 433-1590.
